The bulge in a lake is tiny, and enclosed, compared to the bulge in an ocean, because lakes are tiny (usually) compared to oceans, so there is no noticeable rise and fall.

Do the Great Lakes have high and low tides?

These minor variations are masked by the greater fluctuations in lake levels produced by wind and barometric pressure changes. Consequently, the Great Lakes are considered to be non-tidal.
